What is the BFSG?

The German Accessibility Improvement Act (Barrierefreiheitsstärkungsgesetz, BFSG) has been in force since June 28, 2025. It requires companies that offer products and services to consumers to make their websites, apps and online shops accessible. Violations can lead to fines of up to 100,000 euros and cease-and-desist letters.

For public authorities, municipalities, universities and other public bodies, BITV 2.0 has imposed its own accessibility obligation for some time.

In both cases, the technical benchmark is the European standard EN 301 549, which references WCAG 2.1 at levels A and AA. That is exactly what this check tests against.

Who is affected?

B2C companies

Online shops, booking flows, banking and other consumer services have been covered by the BFSG since June 2025.

Public bodies

Federal, state and local authorities, universities and hospitals have long been required to be accessible under BITV 2.0.

Micro-enterprise exemption

Service providers with fewer than 10 employees and no more than 2 million euros in revenue are partially exempt from the BFSG. The exemption does not apply to products.

How is the score calculated?

  1. Your page is loaded in a real browser, just as visitors see it.

  2. The open source testing engine axe-core tests against WCAG 2.1, levels A and AA.

  3. In addition, we check the language attribute, the page title and whether an accessibility statement is linked.

  4. Each finding is weighted by severity. This produces the score from 0 to 100.

The score is an indication of the technical state, not a legal opinion and not a full audit.

What exactly does the scan check?+

Contrast, alt texts, form labels, heading structure, ARIA attributes, keyboard accessibility, language attribute, page title and the accessibility statement. The page you enter is the one that gets checked.

My website has a low score. What now?+
